Should parking at your local shops be chargeable from the time you park?

The local council in Bushey, Herts are stopping their "first hour free" system of parking and are introducing a charge of £1 for the first hour and raising charges for subsequent hours.

How damaging do you feel this could be to the local shops?
Would you feel that if you are paying a fee then you may as well go to a larger shopping area where there is probably more choice and perhaps lower prices?

Do you feel that the new pricing system is likely to damage the local economy?

I'm not picking on Bushey in particular as it's happening in many places and I'm just looking for general views on paying perhaps £2 for some milk but having to pay £1 to be able to park to buy it.
