Garden pest help! Fox/ badger/ dog/ mole??

A few weeks ago I woke up to discover some type of animal had been digging holes in my garden - one main hole and other smaller ones. I scratched my head, filled the earth back in and then it happened again the following evening. I asked a few people's opinions and I got varying results = the above animals...
I put a big tub of lemon balm over half of it for a couple of nights and it stopped, until last night
This morning the hole was freshly re-dug and then I noticed the state of my garden chair - covered in mud. It's usually clean....
I will attach the photos in the hope someone can advise? The first 4 are the original event and the last 4 are today. (the brown powder stuff on today's pics is grass seed).
I have a cat who I don't think is capable and the garden has a low fence around it with gaps so any creature could get in really.
