How as it got this bad , how have such dangerous substances continued to pour onto our streets and why is there nothing in place to remove those who walk like zombies or are left fallen on the ground. I understand that no one can help someone who doesn’t ask for it but when people have sunk to these lows. Surely something needs to be done
