    Deborah and Ian Day received £200 fines each for the littering offence

    If I take a Mars bar from the kitchen cupboard, munch it on my way to the station and throw the wrapper in a public bin, is that not household waste?

    A couple, Deborah and Ian Day, were fined £200 each by Stoke City Council for littering after they disposed of an envelope containing their address in a public bin.

    The council claimed that this action violated sections 87 and 88 of the Environmental Protection Act 1990, which prohibits the disposal of household waste in public bins.

    Deborah, a hairdresser, expressed her surprise and frustration at receiving the fine, stating that she was unaware of the regulation.
