This means even less blood goes to the retinas. Because of this, scar tissue forms. The shortage of blood triggers a signal to your retinas to create new blood vessels. Stage 4: Proliferative diabetic retinopathy This is a more advanced form of the disease, in which new blood vessels form in the retina.
