    Digital ID cards

Labour have announced that they want to introduce digital ID cards. Whilst I don't have a problem with ID cards in general - I always carry my driving licence and i carry my passport when I travel abroad - I do have an issue with such cards being digital.
What about the people who don't have, can't afford, don't want or don't understand smartphones.
For example, I gave my dad a simple big button mobile phone so that he can contact someone in case of an emergency. It was the simplest phone I could find but although he's not stupid he struggles to understand how to use it.
There's no way he'd be able to use a smartphone.
There must be loads of people like him as well as people who can't afford a smart phone.
His lack of a smartphone is already excluding him from things. For example a lot of the car parks in this part of the world are removing their pay machines and only allowing people to pay for parking with a smart phone app such as Ringo. So he can no longer go to those places.
The powers that be need to realise that not everybody is tech savvy,
